You may find this helpful if you are thinking of changing your steering wheel: https://www.woodensteeringwheels.com/re ... troen/gsa/
I used to be indecisive, now I'm not so sure!
I used to ride on two wheels, but now I need all four!

Re: gsa steering wheel removal
It's in the Haynes.
Citroen GS & GSA 'The Book' ISBN 085696 692 4 Page 98, Section 7:
1 "Disconnect the cardan shaft from the steering column assembly as described in section 3*.
2 Disconnect the Earth strap from the negative terminal of the battery. Disconnect the speedo drive. Loosen the parcel shelf and disconnect the wiring.
3 Remove the dashboard screws and withdraw the dashboard sufficiently to allow for the removal of the steering columnn upper securing bracket. Remove the screws holding th elower bracket and withdraw the steering wheel and column assembly."
Section 3*:
1 Raise and support the front of the car and remove the front wheels.
2 Move the rubber bellows back and unlock the tab washers. Unscrew the tie rod ball joints, while holding the rack to prevent it turning. Remove the plastic sheath from the rack.
3 Before removing the cardan shaft, mark the position of the ends so that it can be re-fitted correctly, as both ends are not identical. Slacken the nut holding the universal joint, not relative position of steering wheel then free the column from the support tube and remove the cardan shaft."
Your feeling is correct.
Nowhere in that specific book does it show the GS/GSA dash and steering wheel. But elsewhere it does show a unit that is of one piece.

Re: gsa steering wheel removal
When I removed mine to remove the ignition barrel I remember just undoing the pinch bolt just above the pedals. The pinch bolt secures the steering wheel assembly to the universal joint which is part of the rack. You don’t need to go anywhere near the rack.
In order to withdraw the wheel and column, which are one piece, you must have the key in the ignition to unlock the steering lock or it won’t withdraw.
That’s my memory of the job, but it was around 12 years ago!

Re: gsa steering wheel removal
From a fading memory, Richard is correct. So effectively the entire column is in two parts; the upper from the steering wheel to the universal joint, then from the joint down to the rack. I'm sure I have done that separation in the past to better access the dash.
