C5 2.0 dw10bted4, no power, turbo, boost??

Hi all,
I've lost power, feels like turbo is missing.
Above 2k rpm, perks up slightly.
Initially, the hose from intercooler to inlet manifold was folding flat!!, but not doing that now, but on tickover, it does chuff like a steam engine.
I've checked all vacuum hoses.
Turbo solenoid appeared to be n/o, not n/c, so I replaced that with crossed fingers. Still nothing.
Changed map sensor and tried an old maf, still nothing.
My lexia interface has died too, so I cannot see any data. I've messaged 3 people in Kent with lexia, but no response yet
I can feel that vacuum is pulling waste gate shut and I can feel turbo spinning with inlet removed and engine running.
I've removed and cleaned Dpf, wasn't blocked.
I don't want to remove and replace turbo to find it's ECU.
Any help gratefully received.

You didn't mention and this is a top of the head reaction as I haven't thought about it but have you checked that the EGR is not jammed shut?

I will investigate that next. I was considering buying a new one, but it would appear that I need to tell the ECU I've replaced it, which brings me back to failed lexia interface

I'd check to see if there is a butterfly in the inlet tract, and if has failed closed.

Also check the air filter is not blocked or its ducting.

I stripped out cooler and egr, it's not seized or blocked, looks pretty clean considering its job.
Another dead end
The cold air butterfly from the intercooler is open and closes under manual vacuum.
The heater butterfly was partially open because the teeth on the plastic piston were worn away, now fixed. It is now closed and opens when manual vacuum applied.

New air filter last month, all ducting checked. Hoses removed from ducting which runs under engine, flow from pipe from turbo on tickover, which is elevated when throttle is held at 2000rpm.
