Question for Berlingo owners..

Just having a poke around under the bonnet (As you do) the other day and spotted something weird..
Let me start by saying that the previous owner did some rather silly things. As my ownership of the car has gone on I have spotted many stupid things he has done-He's painted the double dots above the "o" in Citroen with gold touch up paint. Likewise the wheel nuts, valve caps, tow bar bolts, the tip of the aerial etc..etc. I wouldn't mind but the paint is just splodged on, like a monkey with a toothbrush. Apparently he was a "surf dude" BTW and Mummy and Daddy used to spoil him rotten...
Anyhoo, on the drivers side there is a bundle of cables that run front to back, just under the lip where the wing is bolted to the car. Behind the cable bundle, about a third of the way up is a hole, about 1/2" in diameter that looks like it should be plugged with a blanking gromet.
Now, rather strangely, this hole had been filled with expanding foam, (Looks like the stuff you get from B&Q in an aerosol).
Upon further investigation it turns out there is a box section that runs front to back under the drivers side wing (Under the wheel arch liner). I'm assuming the previous owner has spotted the round hole and filled it with left over expanding foam.
Can anyone who has a Berlingo check theirs and tell me if this is something Citroen have done (Perhaps noise deadening or something?) or whether it was the asshole previous owner?
Part of me things Citroen may have done this for some reason, the other part of me thinks the previous owner did it "because he was bored".
I can't find a hole in the section on the other side to see if its something Citroen have done.
The hole is part way between the slam panel and the suspension strut on the drivers side, just under the lip where the wing bolts on.
If it isn't a Citroen thing, is there anything I can do to remove it??

Sorry I have no idea if expanding foam is a normal feature on a berlingo, but if it helps I have yet to see it on any cars I have owned.. though the idea of the previous owner wandering round your car idly filling holes with foam after a manic, touch up paint sesh did make me laugh

There was a posting on here somewhere before about the expanding foam being used to stop squeaks.
Maybe the previous owner was and andyspares reader/contributor !
Anyway - removing that expanding is near on impossible - acetone will get help get rid of it but will melt any plastic around it too !

It's just like that! The guy was a total t*ss pot with too much time on his hands. I suspect he bought these things to do particular jobs and got the urge to use them up before they "went off".
Last night discovered he'd also blobbed gold paint on the levers on the insides of the rear doors that are used to lock them!

I'd wondered about that but was worried it'd dissolve any paint.
