C3 1.4 2009 over heating

I have a problem of overheating on my c3 1.4 2009. In the last 3 weeks i searched and investigated everything i could. Radiator obstruction, temperature sensor (which i replaced), thermostatic valve, and i still have this problem. All it begin when the refil oil cover exploded splashing oil everywhere, i replaced it, assembled in place again and all seemed to be on regular basis, till the moment a coolant hose come loose, since this moment the car just not stopped to overheat again. Durring the time till here, i realized the car doesn´t get really hot when it´s working in park, just get hot when it´s moving. Other sympton i realized just today is that the second fan phase is not working, even when i unplug the teperature sensor. Now i have sort of a clear idea that the issu is over the fan, but my question is, primal, am i right? Sencondly, If is it the problem (fan second phase not working), which piece is the reponsable for that? Relay? The fan itself ? How can i test it ?

For my 2 cents, I would say the head is warped. The TU3 cylinder heads do not like over heating at all.
Are you loosing any coolant?
If the temp is OK at city driving but gets hot on the highway, that could be a blocked radiator.
