It’s summarised in the second and third bullet point right at the top.
They stifled competition between themselves to produce cars that are as recyclable as possible - thus potentially meaning that they didn’t develop cars to be as recyclable as they could have. That’s anti-competitive market manipulation, acting as a cartel to save themselves costs.
They colluded not to pay third parties to recycle their cars. That’s anticompetitive market manipulation, acting as a cartel to save themselves cost and to destroy independent businesses in the industry.
