I have a DS3 1.6 HDi (2014)
Does anyone know what this sound is coming from my vents? I can't tell if its like a loose fan or something, or something else?

It is a bit hard to tell from that clip, but it could be the belt slipping slightly, or a dry bearing. Try spraying a little water on the belt and see it it changes.

Had a C4 That sounded just like that, 1 of the vanes on the blower fan had a crack in it, the faster the fan speed the louder it got. swapped it for a used fan from junk yard and cured it

here is a slightly better video where you can hear the sound a bit more. always seems to stop when i start recording lol
seems to be more common when going low speeds

I can hardly hear it, but I previously assumed that the sound was coming from the engine compartment and could best be heard there. If it is loudest inside the car, then I think that it would likely be caused by the blower fan motor bearings.
