Laguna 1.8 RT Brakes & MOT

Hi all,
My MOT is due in the start of September and also i need of my brakes being looked at as they have not been serviced for sometime and they are in need of some brake pads and disc's and the backs need clening.
A local garage has quoted me £140 for New Pads and Disc's and also the drums to be cleaned and that is with fitting and VAT. Do you think this is a high price as i sure think it is to me.
I am also getting a loude whistle when driving along which is comeing from the front right.
If anyone could help me out that would be great,
