P0299 Turbo Always on

Hi,

Proud owner of 1.6 HDI, got a quite a bit of a problem here.
I've been driving Peugeot Partner B9 1.6 HDI 2010 DVE6TED4 for quite some time and it hit 420000km lately, overall no problems until now.
P0299 Underboost, i checked the turbo, it holds vacuum and is fully engaged at idle ( ) , no hissing when i step on the gas, cleaned the turbo sensor and it reads fine on the diagnostics, i have no clue what it could be.
I've searched countless forums and threads, still clueless.

Assuming that you can read the live data in diagnostics, does the boost pressure look low or normal?

Forgot to add, of course exhaust spits out white diesel smoke when accelerating and engine vibrates more than ever, also loss of power.

Also, unplugged the coil from first cylinder on the left, no difference in engine behaviour.
