HDi 138 FAP - EGR valve - butterfly

I'm helping out a friend with the same X7 as me - 138 FAP and the vacuum line that controls the air butterfly is keeping the butterfly closed all the time and thus chokes the engine.
Am I right in thinking that it's the electric EGR valve that controls this vacuum or is there another solenoid valve involved?

Looks like there is a solenoid valve - called EGR valve solenoid, but it doesn't control the EGR!

On my 407, probably totally different, I have 2 butterflies that are the intercooler bypass. One stays normally open, the other normally closed. When needing to an assisted regen it swaps them around. Both are vacuum operated from solenoids near the AC compressor. The can be checked with Diag in actuator tests.

Probably RHR with single butterfly?

There is vacuum solenoid below the fuel filter. It's either stuck open or has wrongly connected vacuum lines
