P0299 Pressure too low, diverter valve issue ?

Hi All

So the 308 project car continues. We took it out for a bit of a thrash and managed to trip a P0299 Turbo Pressure too low, as per below at 5300 rpm, foot hard down just at the 4th/5th gear change.

So I've looked over the system and it seems ok , traces as per.. Requested v Measured except it couldnt quite make it at the second division where it tripped/

I did find one thing though. The turbo diverter, I dismantled it and there was a bit of corrosion inside , I think enough to cause it to stick. I've cleaned it up but upon testing , when adding 12v , it doesn't retract automatically, it needs a little push then it flies back. Should it auto retract when powered up and off the car ? Also does anybody have the actual spec for the code trip, did we miss the pressure by a mile of little bit.
