Are the grooves in the ends of cam carrier, oil ways?
Are these grooves on the ends of the cam carrier oil ways or are they for sealant?

I would think they are just for sealant to seep into, would be an incredibly risky position for an oil way given what a stray bit of sealant would do to it (i.e. block it!)
