Ok in simpler terms, if the system detects a fault with either headlamp and in this example above with the ballast, then it means the headlamp goes into backup mode (refuge) where it will maintain the up and down movement (if possible) but will deactivate the left and right directional functionality.
This assumes the motor has not failed entirely and is able to move up and down.

Thank you very much for your help and advice. Really the best thing would be to get a complete left headlight and test it to see if the fault is in the headlight or outside of it, but if it wasn't a problem with the headlight it would be a very expensive and unnecessary investment. I'll keep looking into the problem and see if I can get a headlight last.

Any ideas on this? I had problems with RH lamp and changed it to completely new headlight unit. Now I have "no connection between headlamps" - same as before. I have diagbox and this fault cannot be removed. I think only old LH lamp move up/down when car starts and both lit normally - only directional part does not work and green light is blinking. Somekind of configuration error (car says this)? Related for example to vehicle height settings?

Sounds like the headlamp motor for one side is at fault.

But the old LH headlamp moves and works normally (except turning lights while driving now because error). The new headlamp does not move, only lit.

Make sure the replacement was from a left hand drive model if your car is LHD. The RHD & LHD headlamps are different.

Hmm I think it is for LHD. BUT - maybe it is without turning option (which is strange since same control ecu). Part 711307022561. If this is wrong, maybe I just take interior parts from my old leaking lamp since the xenon part with turning was fully working.

That's not a Citroen Part number, that's a supplier number, so can't confirm.
Each Headlamp unit has its own earth supply, so for the Right Hand Lamp, check earth MC15:

OK thanks I check this earth MC15. Other number on Magneti lamp box is LPL841. I think OE NO is 6206A1

If I accidentally bought lamp without turning I think I can use internal parts to get turning function from my old lamp since they work fine, only bad exterior on it. If I now code turning function off with diagbox the green blinking stops.

No, that part 6206A1 is for the version without Directional lighting.....
