C5 2012 Sedan no headlight height adjuster??

This is super weird but my C5 has no headlight adjuster? There's supposed to be a wheel below the indicator stock but there just isn't. Or anywhere else for that matter. How? Isn't this mandatory in EU?

Not necessary as the car is self-levelling. The adjustment is needed for cars with conventional suspension as weight in the back seats and boot push the rear of the car down and this results in the headlights aiming higher and potentially dazzling oncoming drivers.

If the car has HID/Xenon headlamps there wont be a manual adjuster.
