Keys/Immobox Fine - But Engine Start Not Authorised

Hi Guys,
Helping someone out with a Citroen Relay 2 (2005), which has been abandoned for two years due to immobiliser issues.
Details are:
VIN - VF7**************[VIN obfuscated, can be read by forum staff]
ECU EDC15C7
Delphi Code 2 Immo Box
Scenario I was presented with - One key only. No PIN code. IMMO box corrupted.
I have made some progress - largely with the excellent support of forum member wheeler - and thanks to him the Immobox/keys are now happy.
Despite removing the ECU eeprom and virginising it, the ECU is still not happy to authorise engine start!
I'm at a loss now!
I should say, that I have this as a bench setup as the vehicle itself is some distance away, so it may be that I am some essential vehicle-mounted component missing?
Doing all this with Lexia (see screen shots).
Any help would be greatly appreciated!

I fixed a 406 with the same issue a few years ago the car had been to several garages and a Peugeot dealer and the owner gave up got the car for $300
pulled the ecu and sent it to HDI tuning and they deleted the immobilizer. fixed and never had an issue since Citroens aren't listed but they would be worth a phone call, or look at the ECU numbers on the link below.

Yes, I have actually fitted an ECU with IMMO off, as a temporary workaround, but - partly for my own curiosity (I'm treating this as a research project!) - I'm keen to return it to it's intended configuration.
It might be Lexia deceiving me.
I'm using 7.02, and Lexia seems to be looking for the Code 2 Immobox which it finds and reports as fine, but also for the "Immobiliser Control Module" for which there is no dialogue. The vehicle doesn' have both I'm sure.
I'll try it on the vehicle and see if the status reports vary.
