Citroen saxo long cranking issue

Hi, today my citroen saxo took a while to start. About 5 seconds of cranking, usually fires up in a second or less. The glow plug light is not coming on. So far i checked the glow plugs by directly powering them, all working fine. They have been replaced about 30,000kms ago. I checked power to the preheat box (the two ring terminals) and there is 12.6volts and good ground. However when i tried to check voltage in the big connector going to the preheat box, there is none even with ignition on. Is this supposed to be like this? Preheat box is the original one never been replaced. Car has 152,000kms

Sorted the issue. It was the wiring at fault. Clip that holds the loom came off and wires starting rubbing against fan belt and cut a wire off. I repaired them and now its starting normally
