Citroen Dispatch combi 2015 - No throttle.

Hi all,
Just wondering if anyone has had this problem with a dispatch, or an expert?
The vehicle started up, I drove 100 yards and the engine lights came on, and I lost all throttle.
It will start, but idles at 13000 rpm. It has no throttle at all. If you press the break pedal the revs
go back to normal, but still no throttle. Release the break pedal, and revs go back up to 13000.
Still with no throttle. It is saying ESP/ASR fault. Two mechanics can't find the problem. One replaced
the throttle body, but made no difference. It is giving off all the usual codes for for the esp/asr fault.
I have now moved the vehicle to an independent citroen garage who say they THINK it is the turbo???
Surely, if the turbo was faulty, the car would still have a throttle, and drive. NO?

Any help would be much appreciated.

Can you see any live data from the throttle pedal position sensor?
If you unplug this the engine will idle a bit higher than normal (like a kind of backup mode) same thing can happen with a faulty pedal sensor.
