How do you reprogram the central locking buttons after the battery has been replaced?

If you are referring to the locking and unlocking, just synchronise them by:
With the key in the ignition and within 10 seconds of switching the ignition on, hold lock button on key fob down for a few seconds (to synchronise the remote fob). Repeat this part for any other fobs if required.
The get out the vehicle and operate the remote locking using the fob several times (locking and unlocking).

1) Can you lock / unlock with one or both fobs?
2) Can you start the vehicle or is is just turning the starter?

Starts fine. Have 1 key that does the central locking.
But the spare key only starts the van the central locking buttons don't work. Key looks fairly new

In that case, the spare newer looking key fob is most likely an aftermarket replacement that is the incorrect type which is likely why the remote button functions are not working. If it is using the wrong transmission frequency and / or protocol, then it will be sending gibberish and the vehicle will not recognise the info being sent and ignore it. The transponder chip in the key will work to start the vehicle as it has been programmed to the vehicle, but the remote control circuitry may be missing or incompatible, so that is likely why it is not working.

You can buy these with or without a cut key blade, leaving you to have the key cut yourself, but the electronics part is usually sold as a complete fob unit which then required programming to the car, so you'll need your confidential customer code, usually provided in the handbook that looks like a grey plastic credit card. If you don't have this you can get it from your dealer on proof of identity, the V5 and some form of proof of address etc. for a fee.
Or you can get a replacement ordered from Peugeot, which rules out risk of getting the wrong thing, but it will be more expensive for a genuine new fob of course.
Some places can even clone your original fob and create a copy of that.
Just be aware that a lot of online sellers sell a lot of tat, - so it can be a minefield. I'd suggest you try and get one from a UK seller.

I have so far had a good experience of buying a replacement key fob through Aliexpress. I bought an uncut 3-button fob in Feb 2019 for my C5 X7 which had only come with one key. The cost was only £8.76 which included carriage. The downside was the looooong wait for it to arrive. It then cost me (about £15 I think) for a local key cutter to copy the original blade, no need for the key code even though I had it. Ten minutes with the Diagbox and it was paired with the X7.
Fast forward to two weeks ago and I managed to lose one the keys to the 308. Back to Aliexpress and I've ordered what I hope is the correct type. Cost this time is $13.80 with carriage included. The seller also offered a key cutting service for an extra $4.00 which I decided to use. Total cost came to $21.36 which I don't really understand but is still reasonable. My credit card equates that to £16.27 which is affordable even if I have to order again with the other type of frequency shift keying.
The key cutting service is interesting. All I had to do was take a photo of each side of the key blade that I hadn't lost! They offer a second FOC key cutting if the first one is no good. Let's hope it is.
Now I just have to wait.
