xantia xu10j4r valve guide

hi there.
in xu10j4r engine service manual, i read that the valve stem OD is 6mm and and valve guide ID is 7mm, right?
so 1mm clearance is normal?
i know it should be between 0.015mm to 0.05 but it is 1mm!!
