Peugeot boxer 2.2 hdi starting problems

Hi.

I have peugeot boxer 2.2 hdi 2007.
And I have starting problems with it.
Problem is if I turn key to contact possitioto and wait till the orange light for plugs go of it wont start. When this happens I have to turn key to off and I have to wait till I hear click sound from plug relay or it wont start.
But if I turn the key imidlety to ignition without waiting it start right away.
I replaced plug relay and it is the same, changed fuel filter and air filter.
It is same thing at summer or winter.
Does anyone have any idea what can it be?

You don't normally have to wait for the glow plug light on an Hdi, they will normally start just like a petrol engine, just turn the key. Is the engine turning over but not starting or just not turning over?

If I wait till plug light goes off it wont start. Engine turning normal but won't start. I have new battery.
And if I drive and the engine is hot if I turn it off and then imidlety try to start again it will not start. I have to remove key and wait till I hear click sound from relay, this is around 15 seconds. And then it start right away.

I believe there is a fuel pressure regulator on the back of the HP diesel pump if its the same as the 2.0. and this can cause all sorts of problems including failure to start when hot. Not to difficult to change, two screws and a connector.

Is it possible to check this fuel pressure regulator without replacing it with new one?
Few days ago I order odd scanner I hope I will get some answers.
And one more thing. My fuel consumption is high I think.
Van is converted to camper van is l3h2 size and fuly loaded weights 3100kg. My fuel consumption is 10l per 100km on highway speed around 110-120km/h.
And I notice if I press pedal to max I get black smoke from exhaust.

Possibly but never tried it. I had several secondhand ones which all gave different faults Your black smoke is probably air starvation, have you changed the air filter recently?. The chances are that a secondhand one would be OK and certainly cheaper.
