Try re-synchronising the fobs:

Put the key in the ignition, switch ignition on and within 10 seconds of doing this, hold the lock button on the key fob down for a few seconds, release the button, switch the ignition off and repeat this part for any other fobs if required.

Then get out of the car and try locking / unlocking the car using the fobs.

Have you dropped the key bob recently?

Over time the microswitches under the buttons inside the fob can break from impact drops and it may be that this has happened as another possibility. Do you have a second remote fob and is this also happening on the other one?

Has the remote ever worked for you? Does the central locking work if you sit inside the car and push the lock button on the dash?
It is normal on many Citroen models that the central locking does not operate when the key is used in the door lock barrel.

Other things off the top of my head could be the car battery, especially if the car has been standing for a while, maybe try charging it up but follow the BSI Reset / Battery Disconnect / Reconnect Procedure, or it may also be the central locking relay in the BSI.

That's for Audis and VWs. Doesn't work with Citroens I'm afraid.

That should disappear when the engine is started. Once it has run for half an hour you should get at least ten minutes without it, unless the battery is depleted and needs a proper charge.
