Dispatch van 09 heaters not working

Hello I have a citroen dispatch van 09 plate the heaters have stopped working I have had two lads look over it and they cant find out what is wrong with it . The van is also making a strange noise like and electrical sound when I lock the van and after about minute the wipers start going and the lights to . Dose anyone have any idea what it could be ?
