I do not have a key blade copy or the mechanical key code.
Nor do I have the security key code.
I do have a virgin transponder and Diagbox.
I believe the mechanical and security key codes can be obtained on line or main dealer?
Would I be able to programme the key without being in possession of the original key?

Yes you don't use the original key for anything using Diagbox to programme new ones, but you will need to get your codes (ask for the confidential code, the mechanical key codes etc.) when you do. They'll need identification of vehicle ownership, personal ID and some form of correspondence with your address to tie it all together and they charge about £25 or so.
You can then use Dioagbox to programme all the new fobs - but make sure you code the whole set in one session - as any others not included in the session will be locked out.

I've got an idea there is one big 'but', the car was locked using the remote [before it got lost].
So to enter the car I will have to use the newly cut key. I think it possible the alarm will activate and the immobiliser will kick in.
Assuming I can get entry without any issues, I wonder whether a new key with an unprogrammed transponder would allow me to get the ignition switch to a position [ON] in order to get Diagbox to start talking.

You'll have the alarm going off constantly as it won't deactivate without the transponder being programmed I suspect, but yes, with a key, you'll be able to switch the ignition on, but that's about it. However, whether Diagbox will allow the programming procedure to take place with the engine ECU locked is another matter.

I think you have nailed it- I can't see that a locked ECU is going to play with anything. Maybe this is were a replacement ECU and matched key comes into the equation.
But I also suspect that the detail of installing another ECU is beyond my pay grade! Youtube here I come.

Tangential thought. Does your car insurance cover lost keys? If it does then for whatever your excess is this can be someone else's problem!

Diagbox will talk to it no problem when it is 'locked'. Locked only means starting is inhibited, The ECU 'locks' once the key is removed from the ignition whether you lock the car or not, if you couldnt do this you wouldnt be able to program a new key if they were all lost.
Yes, if you dont have a working transponder the alarm (if fitted) will be going off, it wont stop you programming a new key.
On PSA cars the key coding procedure is the same whether its an all keys lost scenario or adding an extra key.
Option 2: Get an auto locksmith who will be able to read the bitting of the key from your door lock with a Lishi tool to enable a key to be cut on the spot, they will also have tools that can extract the security code from the car.
You need to weight up the cost of buying the codes & key from the dealer vs getting an auto locksmith.

A stroke of luck- I discovered a cut key blade lying in the cars owners handbook. And it unlocked the doors and worked in the ignition.
As suggested I plugged in Lexia and it allowed a connection! And I got right to the point in 'learning' where the security pin is required.
So I might be in with a chance if I could get hold of this pin no. That is proving a problem with lock down and so on.

Yes, they'll require you to present documents in person I suspect - so just a matter of ringing them up to see what they can do - it it's something like this, then they may be allowed to let you into the dealership (I mean if you were a key worker surely this would count as essential being locked out your car potentially)?

Just a quick update on where I'm at. Main dealer gave me the codes for a contribution towards the Christmas drinks. 15 sobs!
This was the first time I had used PP 2000 on lexia- it was very easy to get to 'Learning'. The new transponder paired without issue. And the car runs!
