Citroen c4 1.6hdi Interior blower problem

Hi, I have an issue with my Citroen c4 1.6hdi, the interior blower is not working, when I bought the car it wasn't working, I thought just the resistor needed to be replaced, bought a new one it didn't change anything, then I bought another from junkyard OEM one still the problem remained, I Get 13.9Volt to the blower motor and 30amps but still it doesn't work any ideas? I read here in the forums that a relay or the full BSM module is the problem... Any help would be appreciated.
