From factory - Cruise control will only work in 4th & up & when above 30mph.
Is there any way (has anyone ever tried) to modify this so it can work at 30mph and/or in 3rd gear?
Could this be done using Lexia or diagbox?
Now that some roads have been reduced to 20 mph & others are set at 30 - can the cars software be modified to achieve this?

No, no & no.
It's by design and a safety feature.
The system on later vehicles will work at 25 MPH, but you'll find most of these are also equipped with Dynamic Cruise Control systems or Dynamic Cruise Control with Stop function that can slow the vehicle down using the engine and the brakes on the latter system and also maintain a pre-programmed gap between you and the vehicle in front.

It's done to actually prevent use in urban settings, when pedestrians would be about, and distances from other vehicles would be much smaller.
Did have CC on a Xantia 1.8i auto, and it was interesting to have the car move across 'three' gears with CC engaged - 3rd, 4th and 4th-torque-converter-lockup.
