Non starting engine

Citroen dispatch 2009 1.6 hdi.intermittent starting problem.Fortunatley in car parks.Engine fails to turn over solenoid clicks no power to electric windows,radio.Guages come only be then after a few seconds drop off.Afyer some time engine starts all back to normal.Is it Dodgy starting motor which in turn draws to much current.Imobiliser problem.Any suggestions appreciated.
