307 1.6 HDI no boost

I have a 2007 307 in for a quick service but the owner has mention it feels a bit low. Driving it myself it feels very flat at all speeds like the turbo is making no boost, the intercooler pipes do not expand when the engine is revved unless i put my hand to the wastegate actuator and pull it back then it boosts quite well.

Plugging in the diagnostic machine shows two faults

P1351 - Pre/Post Heating Relay Circuit Relay Controlled And Spark Plugs Not Supplied

P0401 - Air Circuit Quantity of Air Measured Higher Than The Reference Value

The first one seems to be on most HDi pugs never pay much attention it it, but the P0401 some have elluded to EGR and MAF just wondering how to check what it might actually be.

Unplug the maf and go for a spin and see if it improves, for the egr do an actuator test in Diagbox. Also check you've got a vacuum at the turbo, the actuator arm should move when the engine is started (needs a friend unless you've got really long arms or you video it).

Replaced the EGR Valve as the old one was not moving and seemed to have already been replaced with a scrapyard part.
MAF sensor even when unplugged the car feels the same. What controls the vacuum that goes to the turbo actuator?

There should be an electronic vacuum valve along the pipe from the turbo actuator that regulates the amount of vacuum heading to the turbo actuator.

I think on the 1.6 it's above the RH driveshaft up the back of the bulkhead. Was going to try and find it on mine until I found out where it was and the fact that the problem was the MAF. It you get in there can you take some pictures please?
