Ignore the pre heat fault, it's a Cit with an HDI so it was born with it. I had the torque invalid one, it disappeared when I changed the EGR??
Have you done an actuator test on the EGR and tested for 5v at the connector?

Yes tested for 5v ok, actuator test I couldn’t hear anything open or close

EGR is buggered then. The EGR can be taken apart. There is a mechanical side and an electrical side. If you haven't already read my posts 'new toy with issues', it explains the test that can be carried out. When you remove and change the EGR, undo the heat exchanger bracket a tad to give a little play so it doesn't damage the 'needs to be exhaust' air tight joint.

Just out of interest, if the egr DID open and close under testing what would that point towards the fault being ? I’m going to test it again because now I’m doubting myself

It could be a number of things. It's best to be methodical. Recheck the EGR and go from there otherwise you're guessing and possibly changing bits and spending time and money on things unnecessarily.
