Is it the appearance of "his nibs" which I assume is the Jack of Hearts which makes this 23?

Spot on Neil, "one for his nibs", or "one for his knob" are the expressions used to describe the one point scored for holding a jack of the same suit as the turned up card. Thus the 23 hand is very similar to the 22 but with jacks as the pair as you posted, but I'll put up my one which, in good old Blue Peter tradition, I had prepared earlier:

"The Sierra also had a diesel option on the engine, namely at launch the 2.3 L normally aspirated 67 PS (49 kW; 66 hp) Indenor diesel made by Peugeot. This engine was also used in contemporary Granadas and whilst reliable and economical it made an unrefined, noisy and very slow vehicle, but remained a popular option for Taxi firms."

A Rank-Strand Pattern 23 vintage spotlight (17° 500W T1 tungsten, 1950s-1980s) Colour-frame holder at the front, and a slot at the top for...
...a Pattern 23 Gobo ! ...in this case, an Iris Diaphragm* which allowed a sharp- or soft-edge spot to be projected.
This Gobo especially for Gibbo, of course!
* jokes about Iris's diaphragm will surely follow
