You need to closely check the pins in the 16 pin grey connector, both the plug & the pins in the fusebox the pin normally discolours in the fusebox, on the plug itself you get very slight melting around the terminal, its not normally in your face obvious.

what grey connector? they are all black and non have 16 pins

Do you have a mk1 or mk2 ? There are at least 3 16pin connectors on a mk1 BSM
If you don't have a plug like below it sounds like you have a mk2
The first pic shows the discolouration of the pins.

Ok that's a full CAN BSM you can ignore the above.
I would regard the C5 you have as a MK2
The fuel pump supply should come from pin 5 of the 28 way grey connector via fuse 5. They are not known to burn out on this fusebox though, just to aid with diagnosis.

So a replacement BSM has been sought (the same numbers). When fitted, the fuel pump now pumps fuel! However it still doesnt start and now, when the battery is connected, the wipers come on and stay on!

Lexia cannot talk to the replacement BSM - all i get is a ? when doing a global scan.

I'm not sure that's an issue necessarily, as there isn't any configuration for the BSM units - it just acts on commands from the BSI via the BODY CAN network and does what it's told.
Did you do a full reset when you fitted it?

BSI reset? yes , the battery has been disconnected for 3 days now

The strange part is when the battery was reconnected, the wipers started up straight away

The same thing happened when I replaced the BSM on my C4 when sorting out a heater fan issue - ie the wipers wouldn't turn off. Problem turned out to be that the BSM was not quite the right one. Short part number was right but long one was slightly different. They looked identical.....

That was going to be my next question too - what part number did you use to source a replacement?
Some sellers are notoriously inept at knowing what parts are correct - and will often list parts as being compatible when they are clearly wrong! A case in point - here is a seller flogging a BSM for a 207.
Click the image to zoom - and at the bottom of the listing, you will see they have probably thought 'what the hell - let's put every part as compatible and let the bu**ers sort it out themselves'

Part number was 6500CK - its the same part number for every facelift C5 (got it from service citroen). However the numbers on the side are different.
