I have just deposited the British Vehicle Rental and Leasing Association's document The industry fair wear and tear standard in the Pickled Egg Library.
With buying outright becoming an endangered method of acquiring a car, increasingly the assesssment of fair wear and tear when your period of rental comes to an end will be determined by the contents of that standard.

"Appearance: The vehicle’s exterior should be sufficiently clean to allow a detailed inspection. The inside should have been valeted, cleared of rubbish and the ashtrays emptied."
