Transfer pump. lucas

I have problem in my fuel pump lucas dpc. This pump this pump does not pull diesel. may be problem in ( Transfer pump )?i checked it and I didn't notice anything wrong. Can you help me?My car is peugeot 206 1.9d 1999. thank you
