Clearing Scuttle Vents on C5 x7

Clearing Scuttle Vents on C5 x7
Does anyone know where to start with clearing the scuttle vents on an x7. My drivers footwell was full of water this afternoon after heavy rain yesterday. Trials with a watering can showed pouring water on into the passengers side of scuttle vent resulted in water running straight out underneath. On the drivers side however the same test resulted in a mere trickle underneath. Something clearly blocked and water getting into car. Are the drains attacked from above with rodding wire? Presumably after taking off the plastic vent cover - I know how to do this after replacing the wiper motors. Or do you have to remove the inner wing cover and get at them from underneath?
