XM TURBO DIESEL NOT IDLING

Yesterday 2/1/03 I noticed the car did not want to idle from cold. It is a late 1992 SED 5dr hatch with manual box fitted with the 2088cc turbo diesel. Aside from the split inlet air hose to the manifold, it runs okay. It was a few degrees above zero and a cold engine. The car has a full history and apart from a possible jammed wastegate, is averaging 38 mpg on fast runs.
Has anyone out there experienced this type of problem on this engine fitted with the Bosch pump? (Mechanical control)
I have to assume the glow plugs and injectors are okay as the car's history is spot on.
Even though I trained as a mechanic I mostly have worked on performance petrol engined cars so I am not too proud to admit I need advice.

Hello Doc,
If it idles okay when hot but not cold, i would check the fast idle control. I don't know a great deal about the XM but i assume that it will be the same set up as Xantia with XUD engine. Follow the cable from the thermo unit screwed into the thermostat housing to the injection pump, when the engine is cold, the cable should be tight and pulling the fast idle lever against a stop. At normal running temperature it should be slack and against the opposing stop. Even so, i would double check that the glowpugs/control relay are all working okay. I'm sure there will be more input on this post! Let us know how you get on.
