My first thought was Postman Pat's van, then a New Zealand built Trekka, both very unlikely!

Is it one of their voiture sans permis cars ? The sort that are made of cardboard and you can drive from 14 years old without a licence ?

It could be a Lambretta Voiturette, for La Poste.
Google 'small French micro vans' for pix of the ilk.
(I think I knew someone who once drove an ilk.)
Sans permis - we have the equivalent in Spain: 'sin carnet' - which inclues various offerings by Ligier, Microcar, etc.
Some are getting a bit chunky these days (like evrything else), and aren't far off the size of something like a Corsa. What distinguishes them is a single-cylinder (often Kubota) diesel engine, obviously with a substantial flywheel, very leisurely gear changes, and a good deal of wobble and vibration at idle.

We have a similar thing to the sans permis here in the UK. I see them being chased all the time on TV on Police Interceptors and similar programmes
