Does it have a connection (perhaps tenuous?) to a UK car manufacturer?

Well its not Henri Chapron, but wondering if it is someone of his ilk, a coachbuilder, hence the "dog cart" and the cartwheel.

Henri is more of a cockerel man

Well that was a good one, I was also looking for coachbuilders, but got fixated with Hess & Eisenhardt http://www.coachbuilt.com/bui/h/hess_ei ... nhardt.htm, the only other 'H' coachbuilder that I could think of.

First impressions, eastern european or micro car the pic does make it look small.

Heres a wartburg with very similar light arrangements but the grill is way out.

I have seen 2 of these in the last 5 years (both red and RHD), one in Hertfordshire and one (pictured above) in Malta. The owner of the one in the UK, who had apparently owned it from new said that his was the first of only 4 RHD examples built, and that it was the very first Wankel rotary engined car to be registered in the UK, and new rules on measuring engine capacity had to be devised before it could be registered.
