c3 abs
I' know someone who has a c3 1.4 hdi o5 reg abs code c 1380 abs module locked out. Disconnected to check wiring after reconnection all lights on dash without key in and now will not start. Any ideas please?

A BSI reset might be a good place to start Nigel..
This basically tells you how. It's for a C5 but they're all the same...

Did he follow the BSI procedure prior to battery disconnect and prior to unplugging the ABS module? If not I suspect networks have not powered off properly and ECUs are not happy.
Open the bonnet, window, close doors and wait 10 minutes. Don't open doors or anything again - disconnect battery and ensure terminal does not re-attach. Leave for 10 minutes. Then clean up and check ABS connector again. Connect this back up and follow the BSI reset procedure for reconnecting the battery. Worth a try to eliminate electronic network issues.

Good luck - failing this others have reported that it is possible for the pins in the ABS plug to become loose or detached - so would urge caution on pulling and connecting these - unless the damage is already done.
