The Highway Code does say that if a traffic signal is faulty you should proceed with caution.

My dad biked to work (in Birmingham) for almost the whole of his working life, I recall him telling us that at a crossroad the he'd been using for twenty plus years, overnight the highways had added a Halt sign (Remember them?) he never noticed and waiting across the road was a copper policing the new set up, dad had to go in front of the magistrates and got fined 10 shillings for not 'halting'.
