[1996 Synergie 1.9 XUD] What's this plug in my foot well?

My engine is the 1.9 XUD, so I think I'm right in thinking it can't be an ECU port

It's your 30-pin diagnostic connector.

What could I diagnose with it, without an ECU?

Air conditioning, cooling fans, ABS, automatic transmission, airbags, central locking (if any of the above are fitted).
