A razor blade with remove anything from the surface, unless it's actually eaten into the surface of the glass. Tree sap is a likely candidate, that stuff can be a nightmare to shift.

this is good stuff if you can find it "stardrops glass cleaner"

If the above don't work I'd give it a try with a clay bar and some lube , keep us posted .
