lack of power

Hi, I have a Citroen c5 lx diesel 110bhp, there's a lack of power and its quite slugish on acceleration, I hear the turbo whistling but have no boost until 4000 rpm, what could it be?

If you can hear the turbo the first thing to check are the hoses from turbo to intercooler to engine, I would suspect either one has come loose or split, or it maybe a leak in the intercooler.
