c5 heater problem

Citroen c5 1.6hdi vtr. The problem is the heater blower doesn't send air threw the vents. The blower works but the air doesn't really come threw. The car is freezing and always steamed up. It just about clears windscreen. Thanks for any insight

First thing to check is that the cabin filter isn't clogged.

Or check what difference it makes on recirculate, because that bypasses the filter.

Does the car have climate control ?

Yes it does have air-con. And no the recircultion makes it steam up even more
