i could do with invoicing/billing software, but dont want to pay loads of dosh ( as usual ),
is it possible to run an Android app on my PC, and also could i use my non internet complicator at the workshop linked to my Galaxy S2, mainly so u can use the workshop complicator for the screen and keyboard

How about this for PC? Box Billing.
I haven't used it!
Normally I'd recommend that you ditch Windows and go open-source but read recently of complications with the GNU one, although there are others to choose from.

The Android SDK (app development tool) runs on PC, but may be a bit complex for your needs.

Cameo was pretty good in a way although its probably overkill for what you need. All the Pug Express Fits used (maybe still do) use it. DOS based mostly. No idea on cost I doubt its cheap.
