thats my exhaust downpipe-to-centre section and it appears to be breaking down badly, both side look not too dissimilar but im guessing the part holding the bolt should be fatter than that?

I'd imagine that if it's on a Y-reg Berlingo, and still original, then yes, it's probably looking like that by now. As long as it's not leaking,. I'd not worry about it. Let the exhaust centre worry about it when it finally fails.

yeah it is original but there is a slight leak.

It was probably flowing nil exhaust at the tailpipe.
