ive had a few items arrive before the payments been debited anyways, would typically take 2 working days form the time of payment, would quite often before the post went to pot around here have things next day!!
can see the new bit being abused though as you mentioned, wouldnt be suprised if more people stop using paypal and opt for direct transfer or cash only!!
