egr, when is it used

When does egr come into operation, mine woks all the time, but its not stuck on, even when idling,disconnected pipe from inlet, and exhaust fumes came out, at all revs, pulled pipe off egr , plugged end,and it stopped, and no anti polution fault now, more power, better mpg.23.4 from cold 0.9 miles, usually around 11, or 12 mpg

Generally speaking the EGR valve should operate/be open during idle and light throttle settings.
