How hard would it be to fix this up

He says the owners said The fan belt went on it. Which went in to the cam belt.
Phoned him up about it he says he will deliver

I wouldn't bother with that, you can get working 1.9DCi LagunaIIs for little more money, certainly less than the repairs would cost plus the purchase price.

Often more trouble than they are worth too, unless its a looked after car. But with a second hand engine you wont know what your getting, and the 1.9dci is a bit iffy really.
