Where exactly were the differences, engine, suspension, noise level, seat comfort?

As the two cars are about the same age (97) do they have the same diesel pump and both still have a catalytic converter fitted? I ask because from late 96 Citroen changed the pump and fitted a cat which lowered the engine output by 2 bhp, not much but it may go part of the way to explaining the difference.

service history?
maybe it just "sounds" or "feels" slower?

you'd need a timing device (or a g-force meter) to figure out the difference.

also tyres (sounds strange) can make one car seem/be faster than the other :)
why?

Someone could have played with the fun screw on the top of the pump's UFO
There could be a pressure loss from the induction pipes
Intercooler could be slightly blocked
Exhaust could be slightly blocked
EGR could be playing up
Different fuel used

I think it will have a turbo boost connection pipe to the pump. If this is not working, there will be no extra fuelling to match the increased air supply when the turbo kicks in.
