just tried plug obd reader in xsara hdi and it not reading is the obd socket fused and were is fuse to it
plug reader in my picasso and it reading fine so it not reader
obd is not working

What years are the relevant cars and is the OBD reader a generic one?

Its not a fault unfortunately, diesel cars didn't have to comply with EOBD until 2004 (petrols were compliant from 2001). Some manufacturers adopted EOBD sooner but generally speaking PSA didn't until they had to.
Generic code readers would never work in my 2002 Xsara HDi either, and in the end I bought a Maxiscan designed specifically for French cars, which worked fine in the Xsara. A Lexia would perhaps have been a better investment though as the Maxiscan was about £150.

To my surprise it was in Spanish or Portuguese
In the fuse definition table "diagnostica" sounds familiar
Then it should be F3 (5A) in cabin fusebox.

To confirm one way or another it'll be best to confirm with a Lexia (pukka Citroen diagnostic tool) that the diagnostic socket is properly working...
It'll be a game of chance if the generic OBD reader will work givern the reasons stated above that OBD on diesels was not compulsory until 2004. Citroen had in the past very much ploughed their own furrow as far as diagniostics were concerned before the law caught up with them...
