Central locking - Citroen ZX

Hi. Does anybody know whereabouts the central locking control unit is located on a 1995 Citroen ZX avantage?
According to the haynes manual, it should be located underneath the handbrake cover, but on removal, the only thing under there is the seatbelt pre-tensioner.
The central locking system is completely dead, both with the key and with the remote transmitter.

Directly behind the dash above the fuse box, pull the right hand air vent grill out and look down through the hole.
