Fog light holes

Cassy's bumper needs the fog light holes cut out.
I was thinking dremel, or jig saw, but what would be the best way to make a clean cut?

Laser.

More practically, use a sabre saw or similar for the roughing out, then a Dremel for tidying. The Dremel needs a spiral downcut bit and you actually drag it backwards (anticlockwise when viewed from above) to avoid the bit hooking in too hard.

I also agree. If you use Dremel at first step you might have molten bumper material due to heat created by the cutting tool.
It would give an untidy cutting line. If you try to cut a plastic pipe you'll see what I mean.

PS: Dremel is an excellent tool. I have even cut with it a jammed nut of the suspension drop link

The trick is, just let the tool do the job, don't use power.
